What is this consultation about?

    This consultation is part of Council’s Public Interest Review (PIR) of proposed Local Laws and Subordinate Local Laws.

    The review focuses on provisions that may restrict competition and seeks feedback on whether those provisions are in the overall public interest.

    Why is Council consulting on these proposed changes?

    Queensland legislation requires Council to consult before making local laws that may have anti-competitive impacts.

    Consultation helps Council understand potential impacts on businesses and the community and identify whether there are reasonable alternatives that could achieve the same outcomes.

    What feedback is Council seeking?

    Council is seeking feedback on three specific questions only:

    1. What potential impact do you see from the proposed provisions?
    2. What costs or compliance burdens might arise?
    3. Can you suggest reasonable alternatives that achieve the same public interest benefits?

    This approach helps ensure feedback is focused, relevant, and easy to assess.

    Why is the feedback structured around only three questions?

    The structured questions are designed to:

    • Focus submissions on matters relevant to the Public Interest Review
    • Avoid duplication or off-topic feedback
    • Make it easier for Council to fairly compare submissions
    • Support efficient analysis and reporting

    You may answer one, two, or all three questions.

    What is not in scope for this consultation?

    This consultation does not:

    • Re-open broader policy debates unrelated to competition impacts
    • Consider individual compliance disputes or site-specific approvals
    • Decide whether the local laws are adopted (this remains a Council decision)

    Feedback outside the scope may be noted but cannot be formally considered as part of the PIR.

    Who should participate in this consultation?

    Council welcomes feedback from:

    • Businesses and operators who may be affected by the proposed changes
    • Industry groups and peak bodies
    • Aerodrome users and adjacent landowners
    • Event organisers, accommodation providers, and animal-keeping businesses
    • Any resident with an interest in the proposed amendments

    How can I provide feedback?

    Do I need to read the full Consultation Paper to participate?

    No.

    A Change Summary is provided to help you understand the proposed changes and focuses on proposed changes that may restrict competition. This summary is not exhaustive, and interested parties should refer to the full Consultation Paper is also available for a complete list of proposed changes.


    Are there opportunities to ask questions before submitting feedback?

    Yes. Council will hold drop-in sessions:

    • One session at the Aerodrome (aligned with an existing scheduled meeting) and focussed on changes affecting Aerodrome users.
    • One general information session at Town Hall

    These sessions are intended to provide an opportunity to ask about specific changes and/or explain the proposed changes.

    Will Council respond to individual submissions?

    Council will not provide individual responses to submissions.

    Instead, all feedback will be analysed and summarised in a Public Interest Review Outcomes Report, which will be published and made available to the community.

    How will my feedback be used?

    Your feedback will help Council:

    • Understand potential impacts and compliance costs
    • Assess whether proposed provisions are justified
    • Identify reasonable alternatives
    • Decide whether provisions should be retained, amended, or removed

    What happens after the consultation closes?

    After submissions close:

    1. Council will analyse all feedback received
    2. A Public Interest Review Outcomes Report will be prepared
    3. The report will inform final recommendations to Council
    4. Outcomes will be published on the project page

    Is this consultation a vote or survey of public opinion?

    No. This consultation is not a vote. It is a statutory process to gather evidence and informed feedback to support decision-making under the Public Interest Review framework.
